đď¸đ Haringeyâs Draft Local Plan â What It Means for Hornsey

The council has now published the Draft Local Plan, setting out a long-term vision for how Haringey will grow and evolve over the next decade and beyond. This includes a dedicated section for Hornsey, based on what residents told us during the earlier âFirst Stepsâ engagement in 2020/2021.
Itâs important to say that the Draft Local Plan does not mean development is being approved or that the council is actively bringing these sites forward. Instead, the Plan sets out a framework for the future â giving residents, landowners, and developers a clear sense of the direction of travel for Hornsey.
It explains what the council would expect from any future planning applications, including design quality, heritage protection, sustainability standards, public realm improvements, and benefits for the community.
In other words, the Local Plan guides development so that if proposals do come forward, they do so in a way that supports Hornseyâs character, strengthens local infrastructure, and delivers what residents have told us they want.

đŹ What Residents Told Us
From earlier engagement, residents highlighted several priorities for improving Hornsey:
đ Broad support for new development in appropriate places.
đď¸ A call for better design guidance and Conservation Area appraisals to protect Hornseyâs historic character
đśââď¸ Improvements to the public realm around Hornsey Station including interest in reopening the Penstock Tunnel to reconnect with Alexandra Park
đż Support for creating wetlands at Hornsey Waterworks
đ˛ The need for safer walking and cycling routes, better pedestrian spaces, and improved access to green corridors like Parkland Walk

đ§ Our Proposed Placemaking Approach
The plan aims to strengthen Hornseyâs identity as a vibrant, historic village that acts as a bridge between the east and west of the borough.
It proposes key placemaking focus areas at:
đď¸ Hornsey Filter Beds & Campsbourne
đď¸ Hornsey High Street
đ Tottenham Lane & Cranford Way
The plan also commits to:
đď¸ Protecting and enhancing the much-loved Edwardian and Victorian character of Hornsey High Street
đ§ Securing the long-term future of the Hornsey Water Works and Filter Beds Conservation Area
đď¸ Opportunities for New Development
The Draft Local Plan identifies scope for at least 250 new homes across several sites in Hornsey, including:
Hornsey Filter Beds
YMCA Tottenham Lane
Hornsey Station Square
Cranford Way Industrial Site
These are proposals, not approvals â and are subject to consultation and further detailed design work.
