🚗🔄 Estate Parking Consultation – Changes Coming to Hornsey

The Council is updating the way estate parking is managed across Haringey. The current system is more than 20 years old and no longer works effectively — especially as national legislation has changed and privately-managed enforcement is no longer fit for purpose.


A new, modernised scheme is now being proposed, and Hornsey estates will be part of Phase 4 of the consultation, running from 10 November to 15 December 2025. This is your chance to help shape how parking works on your estate.


🆕 What’s changing?


Here are the key proposals residents in Hornsey should know about:


💰 Fairer funding

Estate parking would be funded through resident permits, with charges depending on vehicle emissions.✔️ Blue Badge holders and carers park for free.


🦺 Better enforcement

Haringey’s own parking enforcement team would take over from Wings Security, with stronger powers to:

  • issue PCNs (parking tickets)

  • tackle rogue parking, including towing

  • address abandoned vehicles, fraud, and permit tampering

🚗 One permit per household

Because space is limited, each household would be able to buy one estate resident permit. Additional vehicles would need on-street permits.


♿🛵🚲 More flexible layouts

The new approach could include:

  • loading bays

  • disabled bays

  • motorcycle bays

  • improved cycle parking

  • EV charging points


💻 Paperless permits

Permits will move to an online, virtual system — with support available in exceptional circumstances for anyone who needs a paper option.


📣 Have your say

Every household will receive a printed consultation pack with a brochure and questionnaire, and there will be local drop-in sessions where you can speak directly with officers.


This is an important opportunity for Hornsey residents to shape how parking works on their estates — from enforcement to layout to greener travel options.
